Which is safer: blur, pixelate or black box?

A black box hides the content completely. Strong blur and pixelation are fine for faces and plates, but very weak settings on small text may still be readable — use a stronger setting or a black box for sensitive text.

Can I blur the whole background or image?

Click Whole image to apply the effect to the entire picture.

Is my photo uploaded?

No. Everything happens in your browser. The saved photo also has location and camera metadata removed.
